The history of formation and development of the Ministry of Agriculture and Rural Development

I. PERIOD 1945-1954, VIETNAM RESISTANCE.

Ministry of AGRICULTURE (1945)

On November 14, 1945, the Government Council issued a Resolution on the establishment of the Ministry of Agriculture.

MINISTRY OF PUBLIC TRAFFIC (1945)

Ministry of Public Works and Transport was established according to the Declaration dated August 28, 1945 of the Provisional Government of the Democratic Republic of Vietnam.

II. PERIOD 1955-1975, BUILDING SOCIALism

AND FIGHT FOR UNITY OF THE COUNTRY.

Ministry of Agriculture and Forestry (1955)

At the meeting on February 1, 2 and 4, 1955, the Government Council issued a Resolution renaming the Ministry of Agriculture and Rural Development to Ministry of Agriculture and Forestry.

ERVORITES AND ARCHITECTURE (1955)

From September 15 to 20, 1955, at the 5th session of the National Assembly, term I, approved President Ho Chi Minh’s proposal and decided to separate the Ministry of Transport and Public Works into 2 ministries:

Ministry of Irrigation [1] and Architecture

RETURN (1958)

On April 29, 1958, at the 8th session, the Standing Committee of the National Assembly term I issued a Resolution to separate the Ministry of Irrigation and Architecture into two ministries:  Ministry of Irrigation and the Ministry of Water Resources and Architecture. Architecture.

REFIT AND ELECTRICITY (1960)

At the end of 1960, after the 3rd National Party Congress, with the strong development trend of hydroelectricity, the State transferred the General Department of Electricity under the Ministry of Heavy Industry and merged it into the Ministry of Water Resources, changing its name Ministry of Irrigation toMinistry of Irrigation and Electricity.

General Department of Fisheries, General Department of Forestry (1960)

At the end of April 1960, the Council of Ministers met, discussed and issued a Resolution to submit to the National Assembly, proposing the Decision to separate the Ministry of Agriculture and Forestry into 4 organizations: Ministry of Agriculture, Ministry of Agriculture, Directorate of Fisheries and General Department of Forestry

RECEPTIONS (1962)

On December 28, 1962, the Government Council issued Decision No. 216-CP to separate the General Department of Electricity from the Ministry of Irrigation and Electricity to move under the Ministry of Heavy Industry, renaming the Ministry of Industry and Trade. Irrigation and Electricity City Ministry of Irrigation.

CENTRAL AGRICULTURE COMMITTEE (1971)

In 1969, implementing the policy of decentralizing the management of Agro-Forestry Enterprises for local management, the Ministry of Agriculture, the Ministry of Agriculture and the General Department of Forestry were only assigned to directly manage a few Agro-Forestries, The farm station mainly produces seeds and experiments; at the same time, the Government wishes to have a strong enough organization to run agricultural production to large socialist production. On the basis of the report of the Government Council to the National Assembly Standing Committee on the establishment of the Agriculture Committee, on April 1, 1971, the National Assembly Standing Committee held a meeting to issue Resolution No. 1066-NQ/TVQH approved the establishment of Central Agriculture Committee [2] on the basis of merging the Ministry of Agriculture, the Ministry of Agriculture and the Management Board of agricultural production cooperatives.

III. PERIOD 1976 – 1985, THE COUNTRY UNITED, CONSTRUCTION AND PROTECTION OF THE SOCIAL NATIONAL COUNTRY.

Faced with objective and urgent requirements to develop marine fisheries, the National Assembly of Vietnam agreed in the first session in 1976 to establish the Ministry of Fisheries.

MINISTRY OF FORESTRY (1976)

Also in this session, according to the Resolution of the National Assembly, in the structure of the Government Council, there is the Ministry of Forestry.

Thus, from July 1976, the national forestry and fishery management agency changed its position from under the Government Council (General Department of Forestry, General Department of Fisheries) to an agency of the National Association of Forestry and Fisheries. government council (Ministry of Fisheries, Ministry of Forestry), has the same functions and powers as other ministries, ministerial agencies of the Government Council.

MINISTRY OF AGRICULTURE (1977)

Our country’s agriculture is set before new tasks in the whole country. On March 11, 1977, the Government Council issued Decision No. 52-CP amending a number of organizations of the  Ministry of Agriculture:

MINISTRY OF FOOD INDUSTRY, FOOD MINISTRY (1981)

On January 22, 1981, the National Assembly Standing Committee approved the establishment of two ministries: Ministry of Food Industry and Ministry of Food on the basis of separating the Ministry of Food and Foodstuffs. [3]

FIAT SET (1981)

The 7th National Assembly (July 1981) decided to establish the Ministry of Fisheries.

IV. INNOVATION PERIOD FROM 1986 TO NOW

1. Period 1986 to 1995.

MINISTRY OF AGRICULTURE AND FOOD INDUSTRY (1987)

– Implementing the policy of developing Vietnam’s agriculture associated with processing and consumption according to a closed process from production-processing-consumption, on February 16, 1987, the State Council approved there is Resolution No. 782 Decree No. 7 on the establishment of Ministry of Agriculture and Food Industry on the basis of Department merged 3 ministries: Agriculture, Food [4], Food industry [5].

2. The period from 1995 to 7/2007.

MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT (1995)

Inheriting and promoting the achievements of 10 years of reforming the organization of state administrative agencies, the Government has oriented to reduce the existing line ministries in the direction of shifting from single-sector management ministries to the model of the Ministry of State management of many branches and fields with similar functions, reducing the overlap and division between the ministries; to improve the effectiveness of State management in the fields of Agriculture, Forestry, Irrigation and rural development.

From October 3 to October 28, 1995, at the 8th session of the IX National Assembly passed a Resolution on the establishment of the Ministry of Agriculture and Rural Development  on the basis of Department of 3 Ministries: Ministry of Forestry, Ministry of Agriculture and Food Industry and Ministry of Irrigation.

 3. Period from August 2007 to present.

MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT (August 2007)

At its first session, the 12th National Assembly (August 2007) decided to merge the Ministry of Fisheries into the Ministry of Agriculture and Rural Development.

On January 3, 2008, the Government issued Decree No. 01/2008/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development. The Decree stipulates that “the Ministry of Agriculture and Rural Development is an agency of the Government, performing the function of State management in agriculture, forestry, salt production, irrigation and rural development within the scope of this Decree. vi nationwide; perform the state management of public services and perform the representation of the owner of the State’s capital in state-owned enterprises under the management of the Ministry in accordance with the law”.


[1] The Ministry of Architecture and Irrigation was established on the basis of merging the Department of Architecture and the Department of Irrigation.

[2] The Central Committee of Agriculture at that time was a state management organization at the ministerial level. The Committee later changed its name to the Ministry of Agriculture.

[3] The Ministry of Food and Foodstuffs was established in December 1969 according to the Resolution of the National Assembly Standing Committee. On August 19, 1969, the Government Council issued Decree No. 149-CP defining the tasks, powers and organizational structure of the Ministry of Food and Foodstuffs.

[4] The Ministry of Food was established under the Resolution dated January 22, 1981 of the National Assembly Standing Committee.

 

[5] The Ministry of Food Industry was established under the Resolution dated 22/01/1981 of the National Assembly Standing Committee.
